How to Use Razor Claw
When you give Sneasel a Razor Claw to hold and then level it up during the night, it will evolve into Weavile, consuming the item.
The process for evolving Hisuian Sneasel into Sneasler is the same, except it must be done during the day.
In Legends: Arceus, you would use the item directly from the item bag, rather than giving the Pokemon the item to hold.
